This project is conceived as an urban public activity center integrating an ethnic culture plaza, an indoor sports and fitness center, a five-star hotel, and a commercial complex, serving both civic life and regional development. Located at the interface between the old urban district and a newly planned area, the site enjoys a strategic position with convenient transportation and favorable development conditions. The site has an overall fan-shaped configuration, bordered by rivers to the southwest and northwest, and by major urban roads to the southeast and northeast.

The master plan is inspired by the local legend of the Fish-Dragon. Spatial organization is structured through a combination of spiral evolute geometry, the symbolic logic of the traditional Chinese Taiji fish diagram, and roof plazas, resulting in an overall form reminiscent of a dynamically unfolding fish. The program is organized into four primary functional zones. The “fish head” accommodates a five-star hotel with approximately 200 high-end guest rooms, complemented by comprehensive amenities including dining, banquet halls, conference facilities, wellness spaces, and a rooftop swimming pool. The main indoor sports arena provides seating for 2,600 spectators and supports regular sporting events such as basketball, badminton, and table tennis. Positioned between the hotel and the arena, a cultural and leisure hub integrates a bookstore, digital plaza, science and technology center, and cinema. The “fish tail” forms a commercial pedestrian street, incorporating a shopping center, underground parking, and an open rooftop plaza, offering convenient retail, social, and recreational spaces for the public.

The architectural expression adopts a contemporary and restrained language. Glass curtain walls are combined with horizontal louvers to create a transparent, dynamic façade, with flowing lines and light color tones that convey an energetic and forward-looking urban image.
