This project is an urban public activity center that integrates a cultural plaza, an indoor sports arena, a five-star hotel, and a commercial complex. Situated at the junction of the old city district and a newly planned area, the fan-shaped site is bordered by rivers to the southwest and northwest and by major urban thoroughfares to the southeast and northeast.

The overall site plan is inspired by the local legend of the "fish-dragon." The design merges a spiral involute, the traditional Chinese Tai Chi fish symbol, and a rooftop plaza to create a form resembling a leaping fish.

The project is comprised of four main functional blocks: First, occupying the "fish head" is the five-star hotel, which offers 204 high-end guest rooms, along with dining, entertainment, a conference center, a gym, and a rooftop pool, providing a high-quality hospitality experience. Second is the sports arena, featuring 2,600 seats suitable for daily sporting events such as basketball, badminton, and table tennis. The third section, located between the hotel and the arena, serves as a central hub for leisure and culture, including a bookstore, a digital plaza, a science and technology museum, and a cinema. Finally, the "fish tail" section features a commercial pedestrian street, complete with a shopping center, an underground parking garage, and an open rooftop plaza, offering a convenient shopping and social environment for the public.

The building's facade is simple and modern, using glass curtain walls and horizontal louvers to create a transparent and dynamic feel. The exterior is characterized by fluid lines and a bright color palette.
